Fellicia Foster is an Assistant Vice President and Sr. Manager of Enterprise Diversity Recruitment Strategies at BMO Harris Bank. Fellicia is accountable for developing enterprise diversity recruitment strategies, in Canada and US, to attract a pipeline of talent for key diversity segments (i.e. military veterans, people of color, persons with disabilities, women, etc.). In this capacity, Fellicia ensures our diversity recruitment strategies will help BMO develop an inclusive and innovative workforce, and break down barriers for employees to move across the company to pursue their careers.

Fellicia joined BMO over 8 years ago as an Executive Assistant in Business Banking. In 2012, she took on her next role as a Business Banking Strategy Analyst within Personal & Commercial Banking Strategy Team, where she led multiple strategy implementation projects. In 2013, Fellicia took on her first leadership role within Operations as the Asset Portfolio Management System (APMS) Team Manager, where she led a team of analysts accountable for processing service requests related to the APMS system. She was able to successfully demonstrate her leadership and coaching skills and generated significant productivity improvement within her team. Given her strong desire to transition into HR and her strategic career movements, in May of 2015, Fellicia accepted her first HR role as an HR Business Partner (HRBP) supporting over 300 employees within the U.S. Mortgage Sales group. As an HRBP, she was a strategic advisor and coach to business leaders regarding key organizational and operational initiatives, providing change management expertise as well as ongoing consultation to employees and leaders on HR programs, practices, policies and regulatory requirements.

Before joining BMO Harris, Fellicia was a Computer Software Trainer at Skyward Inc. in Bloomington, IL. As a trainer at Skyward, she facilitated customized software training across the US on various modules within student information systems. Ahead of Skyward, she worked at PepsiCo Beverages and Foods as a Diversity & Inclusion Analyst.

Fellicia dedicates her time to different diversity groups, as former Chair BMO’s African American League of Professionals (AALPS) enterprise resource group, Founder and President of the Black Business Employee Resource Group, President of the National Association for African Americans in Human Resources (NAAAHR) Chicago, Multicultural Executive Leadership Committee for American Heart Association, and was recently named a member of the Board of Directors for Illinois State University’s Alumni Association.

Fellicia holds a Bachelor’s of Science in Business Administration from Illinois State University’s College of Business. She has also completed BMO’s Leadership Development Program in 2014. Fellicia was named as one of the 2014 “Top 40 under 40” by Collaborate Magazine and selected for the Illinois State University’s 2017 College of Business Early Career Achievement Award and the American Heart Association Heart of Excellence Award.
